Camino Reale
On
Wednesday, 22 July 2009, board members of the Lake
Mary Jane Alliance (LMJA) and other local residents
from the
Live Oak area met with Mr. Tom Daly, the planning
engineer for the proposed Camino Reale development
located in south east Orange County. Purpose of the
meeting was for Mr. Daly (Tom) to outline to the
attendees the development plans for Camino Reale,
with specific attention to potential impacts to the
current residents of the area.
It
is understood by all the attendees, including Tom,
that after approval by Tom, the Lake Mary Jane
Alliance will distribute these notes throughout the
community for information to residents who did not
attend the meeting.
Lake Mary Jane Road
Tom
started by outlining the plans for Camino Reale use
of Lake Mary Jane Road. Subject to a request Tom
made later, there will be no access from the
development to Lake Mary Jane Road by residential or
construction traffic during Phase I of the
development, 2012 to 2016. For subsequent phases,
access to Lake Mary Jane road will be for emergency
use only with a police/fire department controlled
gate or similar access control.
Tom
requested that during Phase I, there be temporary
access to Lake Mary Jane Road, for a limited number
of Phase I traffic only, to allow for unanticipated
delays to the completion of the main access from the
north. He asked for suggestions as to the duration
and extent of such temporary access. The LMJA took
this request under advisement and will respond
later.
Development Plans
Tom
showed a conceptual development master plan with
high density development on the northern parcels of
the Camino Reale property adjacent to the Innovation
Way corridor. He also provided on overlay of the
master plan on the Orange County Innovation Way
corridor plan. There were no significant concerns
with the plans for the northern parcels.
The
plans for the southern parcels include Parcel J
(located just north of TM Ranch Road), Parcel K
(located adjacent to Live Oak Estates) and Parcel L
(located adjacent to the Lake Mary Jane rural
settlement). There were significant concerns with
potential development on these parcels.
Recognizing these concerns Tom made the following
commitments:
Lots
on Parcels K and L adjacent to Live Oak and the
rural settlement would be 1 acre minimum in size,
lot lines would be lined up with existing adjacent
lots, covenants for the existing adjacent lots would
be applied to these I acre lots, parcels J, K and L
would be for single family or townhouse homes only
with no apartments, the maximum height of residences
on these parcels would be 35 ft two stories, these
and any other agreed restrictions would be in the
Development Order. In addition, the developer would
be willing to sign legal commitments to these
conditions with the LMJA.
The
LMJA took these commitments under advisement and
will respond after getting inputs from as wide a
range as possible of local residents. |

back, and they want less than

area with access to Lake Mary
Jane Road. The LMJA believes
that Camino Reale's proposal is
inconsistent with the Innovation
Way goals and policies, the
Orange County policies governing
future land use and the How
Shall We Grow county wide study.

Magnolia Ranch, now called Inovation Way East:
Another Development on Rural Land ?
Last
year Orange County approved Innovation Way - the
first of its kind pre-planned large scale community
based on linking technology jobs and housing close
by so people could walk to work or take public
transportation. This would be a real “live here,
work here, play here” community on the southeast
side of town connecting Alafaya Trail to Narcoossee
Rd and the upcoming “Medical City”. The county
planned this to keep higher density housing within a
specific corridor - promising to keep surrounding
environmental land unchanged and thus reducing
Suburban Sprawl.

But now there is another developer trying to change
the future land use on a very large piece of the
land next to Innovation Way – outside of this
planned corridor. This next property is called -
Magnolia Ranch. This land is currently listed as
“rural / agricultural” land - which means they can
only build 1 house on every 10 acres of land.
Magnolia Ranch owns 4578 acres - so they currently
can build only 457 homes, but the developer is going
before the county this month to try to get their
future land use changed so they can build 10,000
dwelling units including 4 story apartments, condos,
high density housing, and commercial land use. This
means they want the same kind of high density that
Innovation Way is allowed to have - even though they
are clearly outside of the planned corridor! There
are many problems with the proposed development -
additional traffic to this area , drinking water,
dark sky lighting, crime, schools, and the impact on
the surrounding environment and unique species in
the area. This land is alongside the Econ River and
an important wildlife corridor, and it is supposed
to remain rural.
The proposal goes before the Board of County
Commissioners on Tuesday July 8th. If you oppose

County Wants to Take Water From Local Lakes!
There is a plan that could have a devastating
impact on our local water resources. There is a
proposal to remove 7 MILLION gallons of our lake
water PER DAY when the lake water is above a
certain level. The plan is to set up 2 huge
underground storage areas in the aquifer. The
first location is just before the canal between
Lake Mary Jane and Lake Hart. When water levels
are above a certain height - they will skim up
to 2 MILLION GALLONS per DAY at this site. The
next site is at the man made canal / weir just
after water flows out of Lake Hart towards the
Kissimmee River basin. At this location they
want to set up 5 underground storage areas in
the aquifer and want to draw out 5 MILLION
GALLONS per DAY when the water level is high
enough. This plan will certainly change the
health of our lakes, possibly our wells and the
aquifer, and also damage the efforts to restore
the Kissimmee River Basin! All this being done
to exclusively meet the demands of future
residents and water lawns! (Did you know that
over 50% of the county's drinking water is used
to water lawns?) In addition, we have found out
the Orlando Utilities Commission has plans to
possibly expand the Curtis Stanton Coal-fired
power plant to meet the needs of future
residents and wants to use water from our lakes
to provide the additional 4 - 6 million gallons
of cooling water PER
DAY.

Letter to Mayor from LMJA:
Dear Mayor Crotty and Orange County
Commissioners,
The Lake Mary Jane Alliance is a large and
active neighborhood group made up of over 800
plus property owners in the Lakes Mary
Jane/Hart/Whippoorwill area. Our mission and
continuing critical interest is protection of
the area’s rural lifestyle, the health of our
lakes, the viability of our individual well
water supplies, the maintenance of our still
relatively pristine environment and avoiding any
locally caused impacts on the broader Central
Florida region. Achieving these objectives
requires not only a broad understanding of the
region, but also requires a long nurtured and
detailed understanding of the local district and
its environment. In this, we are fortunate that
Commissioner Stewart has strongly supported our
objectives and taken the time to understand our
local, almost street by street, issues.
Water issues are one of the most pressing issues
facing our local district, the county and the
whole region. We are strongly opposed to
skimming of local lakes, believing this will be
detrimental to the heath of the lakes and the
Kissimmee River Basin. We feel removing water
from Lake Mary Jane & Lake Hart is just a cheap
and easy solution to a much larger long term
problem. In spite of our best efforts, our
questions have largely gone unanswered and
ignored by Orange County Utilities except for
arm waving generalities. We support the South
Florida Water Management District (SFWMD) in
their denial of lake skimming permits and were
disappointed by the BCC’s decision to approve
spending over $1 M of taxpayer’s money to mount
a legal fight. We object to the sacrifice of our
water to provide for future development and
electrical generation cooling towers, believing
that future development should solve its own
problems, not to the detriment of current
residents. We decry the lack of opportunity for
public input to water supply management and
virtually irrevocable damaging decisions. We
believe that much more emphasis needs to be put
on mandatory conservation efforts along with
Governor Crist’s broader conservation
initiatives.
In recognition of the above critical situation,
and the proposals to potentially sacrifice the
health of our local lakes to the water skimming
gods, we strongly disagree with your appointing
the District 5 Commissioner to represent the
county in negotiations with SFWMD. While
recognizing his past experience, we believe
these negotiations require detailed knowledge of
the local district area and demonstrated concern
for the environment. Further, we believe that
the Commissioner elected to serve this district
should be the Commissioner to represent us on
this extremely important issue.
We urge you to reconsider your 15 May 2008 memo
and allow Commissioner Stewart to represent our
district in these critical negotiations.
