Citizens Recommendations for Magnolia Ranch (aka Innovation Way East)

 

1)                   Development should be clustered to the west of Turkey Creek. This addresses several issues. Specifically, aligns development more with the Orange shaded areas on the map; conforms to the Innovation Way Vision of development adjacent to the corridor; responds to environmental concerns by retaining more virgin land; provides a realistic wildlife corridor; facilitates multi mode transportation by reducing the area to be served; reduces the opportunity to provide access to adjacent parcels; reduces the cost of expanding the Urban Service Area.

 

2)                   Magnolia Ranch housing should always be a phase behind Starwood, Innov Place & ICP.     This Provides protection against leapfrog, sprawl, bedroom community development by requiring developments to the west to have completed specific phases, or percentages of phases, before approval of the corresponding phase, or percentage of phase, for this application.

 

3)                   Over 60% high tech jobs requirement    ICP & Magnolia Ranch need to ensure their jobs be actual “high tech” to match the overall plan of 60% high tech jobs for Innovation Way.  

 

4)                   Provide protection against diluting the “jobs before housing” mandate by specifying that only jobs created in ICP and Magnolia Ranch would be counted against the created jobs requirement for Magnolia Ranch.  No existing jobs in ICP or Research Park should count.  Percent of jobs created goal must always exceed percent of housing built.  Further, require those jobs created in ICP be accessed by transportation other than automobiles.

 

5)                   Link housing development to amount of Multi Mode transportation.   Define the implementation of the Multi Mode Transportation by specific phases, e.g. roads or percentages of roads, bus service, commuter trolley or rail, bike lanes. Then, limit development to specific numbers of dwelling units or office/industrial facilities tied to each phase. Thus prohibiting development until the transportation facilities are in place to support the development.

 

6)                   Transportation must be limited to serving only the Innovation Way corridor.  No roads of any kind should lead out of the Innovation Way corridor into rural land to the south or east. Residents should be kept advised of road plans and have input on changes.

 

7)                   Magnolia Ranch to follow the post 2013 water requirements.  Orange County needs to develop a master plan for providing water after 2013 to the entire Innovation Way area and include Magnolia Ranch in this plan. Magnolia Ranch is specifically not grandfathered in to pre-2013 permitting.
